TSMC's "Blue Book for Contractors' Safety, Health and Environmental Protection" Exceeded 17,000 Downloads in Its First Month of Release
Along with increasing production capacity, the scale of TSMC's supply chain also continues to grow. In 2020, the number of contractors entering and exiting TSMC premises every day records new high of 34,000, placing it first in the high-tech industry. In order to ensure the safety of contractors, in August of 2020, TSMC published a 799-page "Blue Book for Contractors' Safety, Health and Environmental Protection" that can be used across TSMC's 10 fabs and 4 back-end packaging and testing plants, or even across the entire semiconductor industry. TSMC's "Blue Book for Contractors' Safety, Health and Environmental Protection" uses easy-to-understand explanations to help contractors master safety and health regulations. In its first month of release, the downloads of this book exceeded 17,000, helping to achieve the goal of "zero incidents and zero occupational injuries."
86 TSMC Engineers Contributed to the Compilation of this "Blue Book for Contractors' Safety, Health and Environmental Protection" to Create an Industry-Wide Universal Safety Standard
Environmental safety and health guidelines for contractors have had many versions and come in different forms according to types of work and workplaces. Based on TSMC's Safety and Health Policy, TSMC's Corporate Environmental Safety and Health Division initiated the compilation of the "Blue Book for Contractors' Safety, Health and Environmental Protection," aiming to ensure that every contractor can "work safe and go home safe." Engineers from TSMC's Safety and Environmental Protection Department reorganized complex environmental, safety and health related regulations, and restructured them based on a logical timeline (before work, at work, and after work), so that users can use this handbook intuitively by following the comic-like guidelines step-by-step.
TSMC's"Blue Book for Contractors' Safety, Health and Environmental Protection" is in compliance with the latest laws and regulations. For example, when the Occupational Safety and Health Administration of the Ministry of Labor announced the latest "Heat Stress Prevention Guidelines for Workers Under High Temperature Work Environment," TSMC immediately established and added the heat stress prevention management process to the Blue Book to remind contractors that outdoor construction under high temperatures may cause heat stroke, heat exhaustion, heat cramps, and other heat related conditions, and corresponding safety measures are required. TSMC Corporate ESH Division, continues to monitor the operational needs of each fab and collecte contractors' common mistakes, implementation challenges, feedback and suggestions, in order to revise and update this "Blue Book for Contractors' Safety, Health and Environmental Protection."
TSMC's Blue Book is designed with easy-to-follow graphics and text. This not only allows contractors to have a clearer understanding of each safety and health management regulation, but also increases the willingness of employees to actively read it. We have translated the Blue Book into Japanese, which serves as training materials for employees who work on TSMC's premises and helps us create a safe and hygienic workplace together.

New Awards Announced at TSMC's Annual Environmental, Safety and Health Conference for Contractors Adds to Recognize First-Line Contractors
In October 2020, TSMC held its 2nd "Annual Environmental, Safety and Health Communication Meeting for Contractors" at its sites in Hsinchu and Tainan. Fang Han-Wen, Director of the Corporate Environmental, Safety and Health Division, reiterated the importance of creating a safe workplace for contractors. In addition, the "2020 Excellent Contractor Award" was awarded to the outstanding contractors, with the award winning contractors sharing their methods in achieving "zero incidents and zero occupational injuries" to encourage other vendors.
I hope we will always uphold a safety-first mindset to achieve higher safety and health standards, so that a safety culture rooted in sustainability will become the cornerstone of future growth and prosperity with our society.
TSMC requires high-level managers to give their front-line workers the authority to proactively report and stop unsafe behaviors and work. In 2020, two new awards, "Excellent Supervisors" and "Excellent Workers in Workplace Safety" were announced. The evaluation criteria for the two awards include the number of contracted workers, autonomous independent inspections, incidents of non-compliance, and reporting rate. Thirty first-line contractors who actively maintained workplace health and safety standards and reported any non-compliance were recognized.
